North Yorkshire Council has voted for a mandatory 100% Council Tax on second homes to discourage holiday home ownership in areas such as the North York Moors. 
North Yorkshire Council has voted to introduce a 100% Council Tax on second homes - the first in the country to do so. The move is designed to discourage people from buying holiday homes in areas such as the North York Moors, where second home ownership in villages can make houses unaffordable for local people and blight community life. 
The situation isn't straightforward though - if it wasn't for an influx of wealth from 'outside', many of our picturesque older properties wouldn't receive the investment they need to bring them up to modern standards of living and insulation. 
It's a question of balance: when too few people are resident full-time, local facilities and services decline and a downward spiral ensues. 
If all goes according to plan, the new legislation will be imposed in April 2024.
